Nicholas J. Francis
Director of Account Management
Prior to
joining PCI in 1995, Mr. Francis was President and CEO of CSL, a software development
company and Value Added Reseller. In his initial capacity of Marketing Manager at CSL, Mr.
Francis managed the sales and marketing functions and was responsible for introducing the
companys PC products campaign, growing the companys revenues in that market by
over 400% in only two years. He later oversaw the transition to GUI applications from text
based, liasing with clients and developers to keep projects on track, on time and on
budget. He provided Account Management Services to Corporate, Government and non-profit
organizations excelling in every project he worked on.
With almost 20 years
experience in the information technology industry, degrees in Commerce and Sociology
from the University of Toronto and IT, Sales and Marketing courses from IBM, Honeywell and
Bell Canada amongst others, Mr. Francis is an expert in team building, problem solving and
the computer hardware, software and networking fields. A quick teach Mr.
Francis provides liaison services between clients and members of the PCI team.
His vast experience and
advanced problem solving skills were recognized by the Canadian Federal Government when,
in 1999, he was honoured by being appointed to the CSTA (Council of Science and Technology
Advisors) by the Honourable David Collenette, Minister of Transport to represent Transport
Canada. The CSTA, chaired by the Secretary of State for Science, Research and Development
is mandated by the CCEU to provide arms length advice and recommendations on S&T

Jesse J.A. DeCosta
Vice President, Systems Enabling Web and multi-media applications
Mr. DeCosta brings a
decade of experience and success to PCI in a career that includes building up an
impressive Multimedia Services division for Microforum Inc., a publicly traded company on
the TSE. Mr. DeCosta spearheaded Microforums meteoric growth from its inception in
1992 to a world class e-business company.
He has extensive
experience in e-learning application projects, Web communications strategies in the
government, corporate and entertainment sectors. Mr. DeCosta is in high demand in this
emerging field where experience is hard to find and his accomplishments speak for
themselves. He has managed multi-million dollar e-learning and Web communications
strategies not only in Canada but for US organizations, a definitive testimony to the
unique and unrivaled skill set he brings to the table.
In 1997 he joined PCI
working on its first application product and his vision and leadership
led to his being appointed Vice-President Systems Enabling for Web design and Multi-media
services. His ability to integrate a team in a synergistic fashion delivers value add to
our clients providing them with results that exceed minimal requirements, while delivering
work on time and on budget. A joy to work with, Mr. DeCosta inspires fierce loyalty and

Gerd L. Richter,
P.Eng.
Vice President, Systems Enabling PDA, Bar-code and Image applications
Mr. Richter an Engineer,
brings over 30 years experience in the IT Industry with a background in mainframe, mini
and micro (PC) computers and operating systems.
Initially with IBM then
working as a consultant in his own business and now for PCI, Mr. Richter has overseen many
commercial and government Systems Enabling projects both small and large.
Examples of his work
include the largest advertising agencies in Canada, The Canadian Department of National
Defense and many Health Care facilities to name but a few. Currently Mr. Richter is
working on projects with the TD Bank (Canada), Environment Canada (Canadian Federal
Government) and a Health Care project (Ontario, Canada).
Great systems start with
great database analysis and Mr. Richter has consistently shown an ability to analyze and
create highly efficient data storage and retrieval systems. This quality has made him an
outstanding analyst for the PDA enabling market he manages for us, where modest storage
space and processor power require a different design methodology than traditional desktop
applications. He brings his experience, energy and hard work to all projects to the
benefit of our team and our clients.
